On July 23, 2026, the Ministry of Economy published in the Official Gazette of the Federation the Resolution declaring the initiation of the administrative sunset review of the antidumping duty imposed on imports of steel wire rod originating in the People’s Republic of China, regardless of the country from which the merchandise is shipped or imported. The Resolution will enter into force on July 24, 2026.

The purpose of this proceeding is to determine whether the removal of the antidumping duty could lead to the continuation or recurrence of the unfair international trade practice and the resulting injury to the domestic industry.

While the review is being conducted, the definitive antidumping duty of USD 0.49 per kilogram will remain in force. This duty applies to both definitive and temporary imports of the merchandise subject to the proceeding, including imports made under Rule 8 (Regla Octava).

It is important to note that this publication does not yet constitute a definitive extension or elimination of the measure. The Ministry of Economy must analyze the information and evidence submitted during the proceeding and subsequently issue a final resolution.

The measure covers the following tariff classifications:

The scope of the measure is determined based on the characteristics of the product and not exclusively on its tariff classification, since the Resolution covers imports entered under the tariff classifications listed above or under any other applicable classification.

Transactions carried out under Chapter 98 tariff classifications of the Mexican Import and Export Tariff Schedule corresponding to Rule 8 may also be covered, particularly those related to the electrical, capital goods, steel, automotive and auto parts industries.

Periods established by the Ministry of Economy 

• Review period: July 1, 2025, through June 30, 2026.
• Analysis period: July 1, 2021, through June 30, 2026.

The possible parties involved such as: domestic producers, importers, and any other parties that can demonstrate a legal interest in the proceeding will have 28 business days, counted from the day following publication of the Resolution, to:

• Demonstrate their legal interest.
• Submit their response to the official questionnaire. Present arguments.
• Submit information and evidence related to the proceeding.

The Ministry of Economy has made available the official questionnaires applicable to sunset review proceedings involving antidumping duties.

Companies importing steel wire rod, similar products or merchandise classified under the tariff classifications listed above should verify the actual origin of the merchandise. The antidumping duty applies to products originating in China, even when they are invoiced, shipped or dispatched from a third country.

Companies should also review the declared tariff classification and NICO, the technical characteristics of the product, certificates and origin documentation, temporary import transactions or transactions carried out under Rule 8, and the correct assessment of the antidumping duty in the corresponding customs entries.
